Hugh Segal, is a former senator, Canadian political strategist, author, commentator, academic: a faculty member at Queen's University's and Master (later Principal) of Massey College in Toronto. He served as Chief of Staff to Ontario Premier Bill Davis and later to Canadian Prime Minister Brian Mulroney.

He has been interested in Guaranteed Annual income from the time he was a high school student corresponding with John Diefenbaker to the report he chaired to the Liberal government in 2016 which led to the Ontario Basic Income Pilot in 2018
